How we began. How we evolved.
In 1973, Howard Heil became the first full-time public works employee for Burr Ridge, a suburb 10 miles west of Chicago that then had a population of less than 2,000. Howard became adept at managing budgets and personnel as he led the way to a more comprehensive and efficient public works program. He was willing to innovate and take risks with ideas to better serve the community.
As Burr Ridge grew, Howard’s career progressed to the position of public works superintendent. He saw how the increasing demand for water meant more turbulence and more main breaks. He began working with his team of engineers and staff at Burr Ridge to explore how surge suppression might help improve water flow and lessen the damage of water hammer. His concept evolved based on continual evaluation:
